Bylaws
written August 2000
A. Objectives:
1. To accept and meet new challenges
2. To make independent decisions and choices.
3. To make important contributions to a team effort.
4. To make ethically, morally and spiritually sound decisions.
5. To contribute something of value through service to our community and/or families
B. Membership:
Membership shall be open to all young adults of high school/college who live in the surrounding area, or if away attending college, who have family members living in the surrounding area, and have completed the eighth grade or are at least 14 years of are, and are not older than 22 years of age. No prospective member shall be disqualified because of race, color, creed, or sex. All members must be registered as Venturers and agree to the crew code and bylaws.
C. Officers:
1. The elected officers shall be president, two vice presidents, secretary, and treasurer. The president, with the approval of the adult Advisor, shall appoint activity chairs and make other assignments as needed. The duties of the officers shall be as written in the Venturing Leader Manual.
2. The normal term of office shall be for one year, coinciding with the unit charter, and beginning on the first day of the charter year. Elections shall be held during the last month of the charter year.
3. No member shall serve more than two successive terms in the same office.
4. On the night of the election, any member desiring to serve as an officer shall so inform the president and their name must be included on the ballot.
5. All voting shall be done by closed ballots.
D. Crew Business:
Crew business will be conducted under the principles outlined in Robert's Rules of Order. Voting on all issues will be by simple majority with the exception of changes or amendments to the bylaws, which will require a two-thirds vote of the total membership. A quorum is necessary for voting on routine business at regular scheduled meetings.
E. General Business:
General meetings will be held during the second and fourth weeks of the month. The day will be decided by the membership. Regular crew activities and outings will be in lieu of one of these meetings. Special crew activities and outings, fundraising events, ceremonies, etc. will be scheduled as necessary.
F. Officers' Meetings:
Officers' meetings will be held at least once a month, in advance of general meetings, activities, fundraisers, ceremonies, etc. to ensure proper planning for these events.
G. Communication:
1. The crew will publish a newsletter at least every other month, which shall include all meeting dates and other information of interest to membership. The newsletter will serve as the historical record of the crew.
2. The crew will develop and maintain a web site with the newsletter contents and other pertinent information about the crew.
3. The crew will publish a policy manual, updated as necessary, listing the rules, regulations, and procedures of the crew, and distribute it to all members.
H. Dues*:
*Dues will be $5.00 per month, payable at least monthly. Members delinquent in dues payments for six months or more are subject to being dropped from the crew roster.
I. Money-earning Projects:
All money-earning projects must be approved by a majority vote of crew members. Members who do not participate in a project are not entitled to any benefits of the funds earned. All money-earning projects must be approved by the adult Advisor and meet Boy Scouts of America requirements.
J. Rules and Regulations:
As a minimum, the crew will abide by all rules, regulations, and policies of the Boy Scouts of America. More stringent rules, regulations, or policies can be adopted by a majority vote of the membership.
K. Discipline:
Issues of discipline and disciplinary action will be directed to the crew officers. They will provide a recommendation to the adult Advisor. The adult Advisor and Co-Advisors jointly will reach a final decision and course of action. The crew officers will implement this course of action. Appeal of the decision and course of action can be made to a committee of a majority of the registered adults in the unit.
L. Participation:
Participation in the crew is voluntary and can be terminated at any time. No refund of registration cost, dues, or other administration fees will be made. Disagreements with crew policies and decisions will be conducted democratically and/or by election of officers.
